Besides regulations of the State, Investors in Industrial Zones, Tourist Zones in Ninhbinh province shall have a tight to lease land at lowest price in the price frame of all sorts of land issued along with Decree No. 87/CP dated August, 17th 1994 of all the Government, in the region of investment; shall have a tight to exemp-tion of land lease for the first 10 years and to reduction of 50% of land lease for another 10 years. Exemption of lease of land for housing for workers, for planting trees, for public welfare, etc.

Preference to taxation on enterpprise income

Besides regulations of the State, Investors in industrial Zones, Tourist Zones shall be redunded 100% of tax on enterprise income of the first 2 year and 50% of tax on enterprise income of the third year from the time Investors are taxed as reg-ulated.

Preference to investment capital

1.To establish Investment Assistance Fund of the province to implement incouraging preferences to investment under this regulation of the provincial people’s Committee.

2.Investment protects (If in need of capital )in Industrial zones, Tourist zones shall benefit the preferential distribution of preferential credit capital in the annual State plan, or shall be granted the License of investment prefernces to assist with interest rate after investment under annual regional investment plan.

Preference to interest rate of borrowing capital, to interest rate of lease of finance and to fees of services of banks and credit organizations

1.Preference to interest rate of borrowing capital, to interest rate of lease of finance: Investment protects in Industrial Zones, Tourist may borrow from state owned commercial banhs in the province in short, middle and long term and may lease finance with a interest rate of from 5% to !)% lowest than the interest rate that is applicabse to normal customers.

2.Preference to fees of banking services: State-owned commercial banks in the province collect fees of payment through banks and of other supplied services at lowest level in the current frame of fees regulated by the superior bank; exemption from fee of consultancy on borrowing capital and on building economic protects when banks advise enterprises, reduction of 10-15% for fee of tisk information supply.

preference to investment in construction of infrastructure of industrial zones and Tourist zones.

Industrial Zones and Tourist Zones of State-funded capital for building infrastructure ortside barrier, such as: area clearing, systems of traffic, electricity supply, information, water supply and drainage and the assistance of up to 30% of expenditure for area clearing inside barrier.

Assistance to vocational training for local workers

On the basis of demand for workers, Investors in Industrial Zones, Tourist Zones in Ninh binh province may be supplied with trained workers. In the case that enterprises have demand for vocational training for local workers, the assistance of 50% training fee, but not exceeding one million VND for each worker, shall be given to the enterprises.

Preference to advertisement

Investors in Industrial Zones, Tourist Zones in Ninhbinh province may get the reduction of 50% of information fee, advertisement on Ninhbinh Broadcasting and Television and on Ninhbinh newspaper for 3 years at the performance of the projects.
